While the names of these energy producing technologies appear to be similar, their approach to energy generation are totally different.
As far as I have researched it, the first Nuclear Generation Plant was built to create the needed ingredient to build Nuclear Bombs. It was later that the idea was developed to use the process to sell the technology to taxpayers as an "inexpensive" way to generate electricity, which has proven to be the opposite.
The radioactive waste left by the Fission Atomic plants lasts thousands of years to disappear, rendering it extremely dangerous to humanity, forcing us to risk its storage.
This is the reason why politically when a country like Iran or Iraq being oil producers decide to build nuclear plants, immediately the Oligarchy running the word accuse them of intending to build nuclear bombs. The accusers expose themselves as the real culprits when they make the accusations.
Having said that, I suggest the real cause of the low degree of development for the FUSION technology is that it does not produce the ingredients to build any weapon, as FISSION does.
While "nuclear plants" suggest a futuristic form of generating electricity, the fact remains it uses the oldest form of producing it by merely boiling water to use the steam to turn wheels, just like a river does by its flow of water or an open wood fire heats a bowl of water.
